World Sailing provisionally confirms the participation of six athletes for the Rio Olympic Games

Following a conference call earlier today with its Board of Directors, World Sailing have provisionally confirmed the participation of six athletes from Russia for the upcoming Rio 2016 Olympic Games:

The World Sailing Board carefully reviewed the decision taken earlier this week by the International Olympic Committee (IOC), which determined that decisions regarding the eligibility of athletes for the Rio 2016 Olympic Games would be made by the International Federations; the criteria set forth by the IOC to determine eligibility; the rules and procedures of World Sailing; the anti-doping records of each athlete; and the results of the McLaren Investigation Report commissioned by the World Anti-Doping Agency (WADA).

One athlete, Pavel Sozykin, was denied eligibility, based upon the findings of the McLaren Investigation Report. As Sozykin competes in the 470 Men's Class, which is a two-person racing classification, World Sailing has recommended that the Russian Olympic Committee will have the opportunity to nominate a late athlete replacement.

Racing Rules of Sailing 2017-2020

World Sailing has published the 2017 – 2020 Racing Rules of Sailing (RRS).  The new edition of the RRS follows consideration of suggested rules changes from Member National Authorities, Class Associations and race officials over the last four years.  The 2017 – 2020 RRS apply for all events from 1 January 2017, but events which begin in 2016 may postpone this date via the notice of race and sailing instructions.
 
Copies of the new RRS will be available to purchase from World Sailing shortly, or they can be downloaded for free from the World Sailing website.

2017-2020 Racing Rules

The 2017 Racing rules of sailing have been published here. These will apply to club racing from January 2017.
There isn't much in the way of game changing.

For youth sailors the biggest change may well be the concept of "Support Person" and that they are now bound by the rules. What this means is that if your Dad misbehaves at a sailing event you can get penalised. To be honest I don't think any of you need worry about this, but in the past I have seen some things at Optimist events especially...

or all of us there are detail changes around rule 18 (mark roundings), as indeed there usually are. Its a ferociously difficult area to write rules for. We should all make an effort to study rule 18 and make sure we understand how it currently works, as opposed to how it worked when we were 18...

18.2 has a new clause, which I think is mainly about when you stop being entitled to mark room, and is clarification. 18.3, tacking in the zone, has been changed so it only applies at port hand rounding marks. This is a smaller change than you might think.

19 (Room for Obstruction) has a bit of clarification about overlaps and marks.

20 (Room to tack) has been rewritten for clarity, but with much the same meaning.

21 (Exoneration) has had some housekeeping. If you're not familiar with this you should be. Its a relatively new concept in the rules, covering, roughly speaking, what happens when someone forces you to break a rule.

22.3 (Backing a sail) now applies to a boat moving sideways (on the startline probably) by backing a sail. This will affect some of the more arcane start line tactics, but is I think an improvement.


24.2 interfering with another boat rewritten. Now "if reasonably possible".

30.3 New "U flag" rule.This is a variation on the black flag which doesn't carry over to successive starts. I think we should consider this rather than black flag for Open events, because it means less work for the RC. Flag "U" is red and white squares.

32.1. and 32.2 (Shortening and abandoning) have some changes that are mainly housekeeping.

The other changes are of less immediate interest I think.
Remember, none of this starts until 2017.

Appendix E has several changes.
Addition of Code Flag U ( a less severe version of Black Flag)
Recognition of 'Disabled Competitors' and make equal arrangements.
More detail in 'Outside help'
Deletion of the words 'and as a result, retiring' from Redress.

Change to E8 sail Numners. The old E8.b.2 to drop the leading zero in the range 00-09 has disappeared, so we are back to two digit sail numbers.

In the main part of the RRS, some changes are listed here (from Sailing Anarchy)

Outside Appendix C (match racing), AFAICS, no major changes, particularly to part 2. it's mostly housekeeping.

Definitions now include one for "support person".

Rules:
Penalty for breaking rule 2 can now be DSQ or DNE.
3 (Acceptance of rules) completely re-written. Includes support people
New rules 6 and 7 - betting/anti corruption & disciplinary code.

Part 2 preamble: boats can now be DSQ for breaking 14 and causing injury or serious damage (as well as 24.1) when not racing.

New 18.2.d Rules 18.2(b ) and (c ) cease to apply when the boat entitled to mark-room has been given that mark-room, or if she passes head to wind or leaves the zone. (Old 18.2.d and 18.2.e renumbered e and f respectively).

18.3 Only applies at port hand marks.

New 19.1.b Rule 19 applies between two boats at an obstruction except (b ) when rule 18 applies between the boats and the obstruction is another boat overlapped with each of them.

20. Re-written. Now states when boats may hail, rather than when they shall not.

21 now part of section D, no longer refers to section C.

22.3 applies to boats moving sideways to windward by backing a sail.

24.2 rewritten. Now "if reasonably possible".

30.3 New "U flag" rule. Aka a black flag that doesn't carry over if the start is general recalled. Black flag is now 30.4.

32.1 Can now shorten to allow time for subsequent races, and can only abandon for starting errors.

32.2 Can now shorted at a line that boats have to cross.

40 - Y ashore = PFDs when afloat at all times.

44.2 Scoring penalty now 20% of DNF score (not entries, as before).

49.1 now refers to when lifelines are required by class or any other rule.(not just SIs)

55 Trash. Penalty now discretionary.

60.4 New rule. Technical committees may protest.
60.5 However, neither a boat nor a committee may protest for an alleged breach of
rule 5, 6, 7 or 69.
61.1.a.4 No flag required if
the crew is in danger.
63.4 New rule -
conflict of interest.
63.7
Broadened to conflict between rules, not just NoR & SIs.
64.3 - housekeeping on class rule protests.
64.4. New rule: Decisions concerning
