LDV Comanche has been named the new line honours winner of the Sydney to Hobart following a successful protest against Wild Oats XI.

Wild Oats XI has been stripped of line honours following a successful protest over a near collision with LDV Comanche on Boxing Day.
Wild Oats Xi was penalised an hour for the incident - which wiped its 26 minutes and 34-second winning margin - they finished 16 minutes ahead of LDV Comanche. As a result, LDV Comanche has been named the new line honours winner.
The decision was made by a five-person jury in Hobart on Thursday.
A tweet posted by the Rolex Sydney to Hobart page confirmed the decision.
"Breaking: Wild Oats XI had to keep clear, failed to keep clear while tacking, Oats did not do turn. Decision is penalised by one hour. Comanche is line honours winner."

FACTS FOUND: (認定した事実)
Both boats were on a beat to windward between Mark V and Mark Z, in light wind and a confused sea state.
LDV Comanche tacked onto starboard and was on starboard for approximately 45 seconds.
Wild Oats XI was on port on a collision course.
Both boats were doing approximately 9 knots of boat speed.
LDV Comanche did not make any discernible change of course while on starboard.
When the boats were approximately 2 boat lengths apart, Wild Oats XI started to tack onto starboard.
LDV Comanche luffed to avoid a collision before Wild Oats XI completed her tack.
There was no contact.
Neither boat took a two turn penalty.

CONCLUSIONS AND RULES THAT APPLY: (結論と適用規則)
Wild Oats XI on port had to keep clear of LDV Comanche, RRS 10.
Wild Oats XI failed to keep clear while tacking, RRS 13.
LDV Comanche luffed to avoid a collision as required by RRS 14.
Wild Oats XI did not comply with SI 20.1(a) to do a two turn penalty for breaking a rule of Part 2 occurring prior to clearing Mark Z.

DECISION: (判決)
Wild Oats XI is, in lieu of a disqualification, penalised a time penalty of 1 hour to be added to her elapsed time in accordance to SI 20.1(b) and 22.1

Sailing Instructions
20. ALTERNATIVE PENALTIES
(Amends RRS 44, 63.1 and 64)
20.1 BEFORE CLEARING TURNING MARKS Z/Y.
(a) For an infringement of Part 2 of the RRS that occurs after the Preparatory Signal and prior to the boat clearing the relevant seamark (Mark Z/ Mark Y), the Two Turns Penalty under RRS 44.2 shall apply.

(b) A boat which is found after a protest hearing to have infringed a rule of Part 2 of the RRS after the Preparatory Signal and prior to the boat clearing the relevant seamark (Mark Z/ Mark Y), shall receive a time penalty of not less than 5 minutes added to the boat’s elapsed time.

(c) A boat that is found to be on course side at it´s starting signal and fails to return and start shall receive a scoring penalty of 30%.
(d) A boat that complies with SI 20.1(a) shall, in addition to completing the Declaration as required under SI 26, notify “JBW” when reporting its position at the first scheduled Radio Position Report (1905 hours on 26 December 2017).

22. RULE INFRINGEMENTS
(Amends RRS 44, 63.1 and 64).
22.1 The International Jury may apply a scoring or time penalty in lieu of disqualification for an infringement of a rule or sailing instruction, in accordance with SI 20.
